Barrett advises life sciences companies and investors on shaping public policy, managing regulatory exposure, and accelerating commercialization strategy.
Barrett is a partner in FTP’s federal government relations practice who specializes in building public policy campaigns for life sciences corporations launching new products or service lines. Drawing on 20 years of experience in health policy and market access, he advocates on legislative issues before Congress and on regulatory matters before the Centers for Medicare & Medicaid Services, the Food and Drug Administration, and other agencies, as well as state governor offices.
Barrett’s work spans chronic and infectious diseases, oncology, innovative diagnostics and medical devices, niche and orphan therapeutics, and value‑based business models and commercial market management. He helps clients anticipate and shape policy debates that affect reimbursement, coverage, and commercialization pathways for cutting‑edge therapies and technologies.
He began his career on Capitol Hill, serving as a health care legislative assistant for Senator Mike Crapo (R-ID), Senator Pat Toomey (R-PA), and Representative Charlie Norwood (R-GA). Barrett received his B.A. in Government and B.A. in Classical Archaeology from Dartmouth College and his J.D. from Georgetown University Law Center. He is a licensed attorney and lives in McLean, Virginia.
